Colonel (Ret) Steven L. Oatman | General Manager & Director

Bio: Colonel (Ret) Steven “Steve” Oatman enlisted in the US Army in 1988 at the age of 18. Steve’s long and distinguished career spanned over 31 years as a Military Police enlisted soldier, a Field Artillery Officer, and an Electronic Warfare Officer. A decorated combat veteran, Steve served his country through multiple conflicts and four major combat deployments, leading, training, and managing soldiers in combat formations at always increasing levels of responsibility and authority from Company to 4-star Headquarters levels. Steve was centrally involved in the U.S. Army’s reestablishing Electronic Warfare capabilities within its combat formations from nearly the beginning. Steve provided critical insight and support for all aspects of Electronic Warfare and Cyberspace Operations development, acquisition, effects, and integration. Steve was hand selected to fill critical emerging U.S. Army EW assignments as the Director of the US Army Electronic Warfare School, the 1st Director of the TRADOC Capability Manager- Electronic Warfare (TCM-EW) and as the Chief of US Army Forces Command G-39 CEMA Directorate. Recognized for his commitment and entrusted with the confidence of his leadership he became an integral and respected player in the U.S. Army and the DoD’s Electronic Warfare community. Following his retirement in 2019 Steve remained directly involved in the EW and Cyber community while broadening his background and understanding of defense industry Business Development and Program Capture providing consulting support to multiple Defense Industry companies and full-time employment as a Senior Analyst and Subject Matter Expert on Electronic Warfare and Cyberspace Operations with Northrop Grumman Corporation. Steve holds a B.A, in Criminal Justice from the University of Central Florida and an M.S. from the USAF Air War College. Steve is a lifetime member of the Association of Old Crows (AOC), has served as an AOC Chapter President, and has been a frequent presenter and lecturer at regional and national level EW and Cyber Conferences.

Mr. David Murray | Chief Technical Officer

D-TA has paced the market in ultra-wideband, high-fidelity spectrum technologies and systems for years, and I am excited to continue – and accelerate – their culture of innovation by ideating and developing revolutionary advancements to meet the near-term, intermediate, and strategic EMSO needs of the US DoD and Intelligence Community.”
Bio: Mr. David Murray has joined the growing D-TA Systems Corporation team as the new Chief Technical Officer and will play a vital role in delivering world class EMSO solutions. Mr. Murray has spent his entire career designing, developing, and deploying EMSO systems and technologies. Prior to supporting D-TA, Mr. Murray was the Chief Operating Officer of Expression Networks, where he was responsible for leading all business operations for the company that develops and maintains two of the three primary US Joint Force Spectrum Management systems. Prior to Expression, Mr. Murray led the RF Sensors and Systems Emerging RF Technologies business unit at Southwest Research Institute (SwRI), where he captured and led numerous applied R&D programs and activities focused on COMINT, ELINT, Electronic Warfare, and Communications. And prior to SwRI, he was a Chief Systems Engineer and Product Line Manager at Harris Corporation (now L3Harris) for a family of globally deployed wireless communication systems. Mr. Murray holds a B.S in Computer Engineering from Tennessee Technological University (Magna Cum Laude) and an MBA from the University of Florida (Summa Cum Laude).
Mr. Murray will employ his broad and deep expertise across RF, hardware, and software engineering domains to configure and customize solutions for our clients and to guide the direction of our R&D portfolio to create revolutionary EMSO technologies for the US DoD and IC.
